6.6. The takeover of the site, barricading and Excavation (Stage B)

The takeover of the site, barricading the site and starting excavation are essential steps towards the project's start.

Rule 6.14

Following process shall be adopted for the takeover of the site, barricading and excavation works (Rule 6.14)

Takeover of site

  1. As a first step, the CMD's office shall handover a copy of the site's revenue map with boundaries & survey numbers clearly marked on the revenue map to TISS department.
  2. The TISS department shall, through the Government Surveyor and due process, establish the site boundaries. The site boundary along with survey numbers and landowner segregation should be established by authentic marking through the Government surveyor involving the neighbours and previous owners (if Land is bought)/Landowners (if Land is on JDA) and submit an attested third party survey along with NOC document.
  3. Deploy security on 24X7 basis to protect the Land, preferably through the excavation contractor
Barricading

  1. Post takeover, the site needs to be barricaded appropriately on all the sides. The necessary display needs to be placed near the gate with information on the Company's name, the excavation contractor name and the contact number of persons in charge of the excavation as mandated by the Government.
  2. TISS department shall carry out a topographical survey of trees, ponds, wells, Nala, drains, government infrastructure like cables or pipelines, village pathway etc. within the site premises.
  3. TISS shall, in consultation with the Approval Team 1, also initiate a four seasons study and study of flora and fauna of the subject Land before the start of any work, which will be used during the EA.
  4. TISS shall take suitable actions based on the guidance from the Approvals department in relocating the above. If any, necessary permissions from the Government need to be procured by the Approvals department on TISS's request.
  5. Similarly, squatters if any within site need to be evacuated by adopting due legal process and with the help of local police and government offices. The Local liaison team shall take the lead in removing the squatters at the instructions of TISS.

Excavation – Phase 1

  1. Site Excavation for Phase 1 will be limited to excavation levels, which do not require Environmental Clearance.
  2. The excavation shall start only on obtaining;
  3. (a) mining approval in the name of the project company or the Low-rise approval and

    (b) obtaining blasting permission in the name of the Contractor

    (c) establishing pre-excavation levels.

    No excavation work can commence without the above permissions in place.

  4. The TISS department shall, through the private surveyor, establish the pre-excavation levels of the site.
  5. The CDD department shall provide a drawing with grid marking and excavation levels to be achieved in Phase 1 within each of the grid through excavation brief to TISS department.
  6. The Procurement Team shall do the vendor pre-qualification for excavation, and the list should be made available in the Data repository of the ERP.
  7. Since the Gateway is not concluded, the Phase 1 excavation shall be managed by the TISS team.
  8. Based on the current site levels and desired levels of excavation, TISS shall send a Request for Services (RFS) to Pre-Contract team along with current levels, required levels, safety requirements, approval to be obtained by the contractors, timeline, technical specifications etc.
  9. On receipt of RFS from TISS department, Tender for Phase 1 shall be floated with pre-qualified vendors by Pre-contract. The Tender shall include the Phase 1 excavation quantities and the right to extend the Contract for Phase 2 excavation.
  10. The issue of Tender and award of Contract shall be in line with the Tender Process explained in Stage C
  11. Since the GM team is not yet in place for that Project, the TISS department shall directly manage the site management for Phase 1 excavation. To manage the safety, a senior safety officer from the PMO shall be assigned to the Project.
  12. Local liaison department (under Approvals) shall provide the necessary ground support to TISS team for disputes and disruption from third parties during the excavation.
  13. Phoenix / Vendor shall take suitable insurance policy including for Third-party claim during the excavation. The Contractor shall ensure insurance coverage for their own and hired equipment. (refer Insurance section for further guidance)
  14. The TISS team shall plan & execute a comprehensive dewatering plan for the site during excavation until completion of the Podium. Permanent dewatering plan for the surface runoff or stormwater drain overflow also should be identified. This shall include understanding the site's topography, possible risks during flooding & how we manage the risks, identifying the nearest discharge point, clearing all the waterways around the site, installing a dewatering mechanism including the piping system to the nearest discharge point, and operation protocol etc.
  15. TISS team shall arrange for necessary survey drawings and SBC vendor to support CDD team for various activities in DP.
  16. TISS should ensure that the excavation contractor not to damage neighbouring campus / building compound wall takes extra care when working at boundaries.
  17. TISS shall plan the Initial Site Logistics and Ramps considering the phasing plans for movement of material.

Excavation - Phase 2

  1. Commence Site Excavation for Phase 2 only after obtaining Environmental Approval.
  2. The GM office shall manage phase 2 excavation under PMO once the Gateway handover is complete.
  3. TISS shall prepare an excavation brief inclusive of Environmental clearance approval to handover to PMO and commence the phase 2 of excavation.
  4. Soil bearing capacity (SBC) established in locations as per structural consultant’s input and soil investigation report should be part of the excavation brief.
  5. Unless the earlier excavation contract is limited to Phase 1, the existing excavation contractor shall be issued NTP for the Phase 2 excavation after carrying out a JMS.
  6. In case of appointment of new Vendor for excavation, the process detailed in the above section for Phase 1 excavation shall apply, and the GM shall issue the RFS to Pre-Contract.

Rule 6.15

Following best practices shall be adopted for the takeover of the site, barricading and excavation works (Rule 6.15)

    1. Monsoon dewatering shall be an integral part of the excavation contractor scope.
    2. A vehicular mud track/cycling track shall be created around the site but within the barricade, for security movement, (the security shall be provided with bicycles).
    3. Trees if any in the middle of the site should never be cut but need to be relocated to the periphery of the site (buffer zone)
    4. Before starting any excavation, the site's topography needs to be mapped, photographed, video graphed, and documented. This shall be useful for the four seasons study required for EA.
    5. Depending on the governing body, the mining fee is either collected as part of the municipal fee or paid separately. Under no circumstances, the excavation shall commence without payment of the mining fee directly or through the municipal fee.
    6. Warning signs should be placed on the barricade that the site is under excavation; they should be confirmed and agreed in advance before works commence and be of a professional standard acceptable to Phoenix, as part of the excavation contract package.
    7. Along with the start of excavation, the site should be suitably manned / guarded by the security appointed by the excavation contractor, Wheel wash and provision of CCTV cameras as part of safety security management.
    8. Should there be requirement of office for the SEZ authorities, the same shall be created at this stage as per their needs.
    9. The above shall include maintaining the entrances and exits in a clean and tidy order for daily use before the start of Work on-site, as part of the mobilisation.
    10. The excavation at the edge of the site shall be only through bench cutting method, to avoid soil collapse.
    11. Ramps shall be planned and created keeping in view the Phasing plan and such that it doesn’t interfere with immediate civil works site and there is no need to relocate the ramps.
    12. All boulders and soil should be disposed of appropriately as per the government guidelines. Contractors should be strongly discouraged to dispose of the excavated material in any un-authorised
    13. Good quality murram soil excavated from the site and required for backfilling, if the space permits, should be stored and conserved, where possible on site, if not then in a nearby location to bring back to the site when required.
    14. If the shoulders of the excavated area are fragile and made up of loose soil, suitable shotcreting should be done immediately after excavation.
    15. The evaluation has to be made to ensure no risks to the adjoining structure due to excavation. Adequate protective measures should be taken to prevent any possible damage/risk to adjoining structures.
    16. Blasting at the site should be strictly as per the government protocols and safety norms and required permissions, and in line with Phoenix Health and Safety requirements.
    17. Third-party claim policy should be initiated before the start of the excavation.
