Kick-off meeting and Site mobilisation are done after completing all the Development plan-related tasks and the execution of the contract with the GC and other NSC vendors.
Rule 7.2
Following best practices shall be adopted for Site mobilisation (Rule 7.2)
- The first step in site mobilisation is the kick-off meeting at the site. Since this being the first meeting at the site post-closure of Contract, the GC is expected to present the plan of mobilisation (including initial site logistics), which shall include various actions to be taken by the GC as part of mobilisation and support required from Phoenix for the same.
- The first step from Phoenix is to handover the site with clear demarcation of boundaries with survey reference points.
- The survey setting out needs be approved by an external 3 rd party surveyor, Architect, GC and the GM office and formally signed off, against the approved “Good For Construction” (GFC) site layout.
- Post the site's handover; the GC is expected to set up his office and establish the site security and source of power and water. The GM office shall provide support to GC in facilitating to establish the office quickly with the intent get the Project started as agreed.
- Care should be taken to demarcate the boundaries and ensure that neighbouring property assets are not affected due to the mobilisation. This should be regularly monitored and keep up to date in line with project progress.
- Taking suitable insurance policy should be an integral part of site mobilisation.
- The Contractor should be encouraged to establish (and maintain) a Project notice board with names and telephone numbers of all the key people and escalation matrix as mandated by the Government. The same shall be fixed at a suitable place/entrance of the Project and illuminated.
- The GC shall also establish the necessary welfare facilities, including toilet facility and first aid centre from the outset and maintain until completion and demobilisation.
- The GC shall present a detailed Project (specific) Management Plan containing logistics plans for various critical stages during the Project and mobilisation and demobilisation of PMV. Infrastructure creation at the site shall take cognisance of the logistics plan & location of various PMVs, installations and removals.
- Effective handover of the site, the site shall be under the control and management of the GC.
- The construction site needs to have safety signages at all strategic locations within the property in accordance with the Phoenix Turner Health and Safety Policy guidance.
- The GC should fix proper lighting and maintain general access lighting and security lighting of the site. The boundaries/surroundings should be cleared off bushes and vegetation within 2 Mtr (also adhering to Snake Bite Prevention measures).
- Wheel Wash / Tyre cleaning facility should be set up at all the exit gates and maintained throughout following Environmental protocols.
- A suitable dewatering facility should be created connecting to nearby stormwater drainage of the Government appropriate to the site's topography.
- All electrical panels should be kept in safe and secure weatherproof covered areas and on high ground considering the seasonal conditions experienced for the project's life, checked and regularly maintained as per HSE guidelines.
- In the recently concluded contracts, the endeavour of Phoenix has been to request the GC to quote for the Preliminaries and Unit cost separately. Cost of mobilisation is usually identified as a line item in preliminaries. This will enable the Phoenix to determine the cost attributable for mobilisation and pay the same in time.
- The GC should identify any additional safety charges to comply with the HSE Guide at the outset; otherwise, they will be deemed to have been included in the unit rate price.
