6.11. Issue of drawings and Coordinated GFC (Stage B)

Issue of Tender drawings, Architectural drawings and coordinated GFC in itself a critical milestone and leads to Stage B of the Development program's culmination.

Rule 6.24

Following best practises shall be adopted in the issue of coordinated GFC (Rule 6.24)

  1. All the drawings shall be prepared and uploaded by the LDC directly into ERP.
  2. The drawings can be uploaded using BOT.
  3. The drawings need to be uploaded mapping the Design Deliverable Register using the standard template.
  4. Design Deliverable Register with Revisions if any needs to be tracked periodically for completeness.
  5. The Drawings need to be thoroughly checked for completion and clarity, by the LDC such that there are no RFIs or least of them, during the execution stage. Suitable penalties for excessive RFIs & delay in turnaround time should be introduced in the contract.
    • Towards this CDD, at the start of the engagement of LDC, should agree on the quality standards / good practices to be adopted in GFC.
    • CDD should make sure that the LDC uploads all the drawings as per the Design Deliverable Register, and there are no missing drawings.
  6. CDD can randomly select a few uploaded drawings and check the quality and detail to ensure they are complete. Based on the outcome of this exercise, further sampling or thorough checking can be done.

Rule 6.25

The process involved in the issue of coordinated drawings are as under (Rule 6.25)

  1. Upon the LDC appointment, LDC shall create a Design Deliverable Register and upload the same in ERP.
  2. CDD shall validate and approve the design deliverable register in ERP.
  3. Upon completing the tender drawings and GFCs, LDC shall upload the drawings in ERP using BOT where necessary, mapping the drawings with design deliverable register.
  4. CDD shall validate and approve the project drawings in ERP.
  5. Once approved, the drawings will be available in the ERP system that can be shared by CDD with GM as part of Stage 2 Gateway closure.
  6. The Tender drawings too once approved, shall be shared by the CDD with GM (Stage 1 Gateway closure) who will share the same with Pre-Contract along with Request for Services.
  7. On appointment of GC, the GM office will share the GFCs to the GC via ERP for implementation.
  8. The GM team shall act as the bridge between the LDC and GC. All emails and communications related to contractor queries, RFI’s etc shall be taken up by the GC with the LDC by keeping the GM’s team in loop. The GMs will report to the Program Director of PMO. GM will intervene where there is delay in resolution of RFIs. LDC shall be nominating a person for Phoenix projects as SPOC to resolve all RFIs.
