As said earlier, this document has two important sections.
Section 1 deals with all tasks and process steps involved in conceptualising the project. Here all the tasks involved right from identification of the land up to the start of work on site have been detailed, which we call as the Development plan and it is largely driven by the CDD team.
Section 2 is all about construction management and tasks involved in various key activities of construction management at site.
Both these sections together make the manual complete for delivery of a project as per schedule and budget.
In the process manual certain aspects have been formatted in italics with reference of (rule number). The rules are pre-agreed method statement on what and how to do in any situation. While some are part of the process, some are good practices to follow. Both are equally important. These need to be followed strictly and any deviation would require approval from senior management.
These rules have been framed to bring discipline in how we do things and also bring uniformity on what we do. These can be modified and amended based on future learnings from the project, but it has to be done holistically as a change in process rather than doing in an ad-hoc and random manner.
The endeavour of all the process owners should be to follow the rules strictly, unless they find the same counterproductive in a given situation and they can escalate the same to senior management for the deviations.
